Klabb 3-16 is a national programme catering for students during after-school hours. This after-school service is operated in State schools and runs between the school dismissal time and 18:00 hours, subject to demand.

The service will not be provided if the required authorization form is not signed by both parents or legal guardians, unless supported by court documents stating otherwise.
During the scholastic days, children can be picked-up from the service at 30-minute intervals. This schedule facilitates the delivery of the programme of activities and allow the children to benefit from the different learning opportunities prepared for them.

The Klabb 3-16 service is offered in a number of schools around Malta and Gozo, so as to increase accessibility for the families. Klabb 3-16 service is offered on a first-come, first-served basis; a waiting list will be kept for those centres which reach their full capacity.
The localities where the Klabb 3-16 service is offered are listed in the online application form. This year, we will also be offering the service of Klabb 3-16 in Lija.
The Klabb 3-16 service is also available during school holidays, if there is sufficient demand for the service, for students whose parents/guardians are in employment or following a course with a registered educational organisation. During this period, the service is offered from 07:00 hrs till 17:30 hours, subject to demand. Applications for this part of the service are received in a separate application window during specific periods issued by the Foundation for Educational Services. Notifications will be sent to both parents at the email addresses provided in the application.
The FES Klabb 3-16 Centres aim to create an environment for all service users which:
During the time that students are at the centre during the scholastic days, they can do their homework and other activities. Qualified tutors, in possession of a teaching warrant, assist children in their homework and other academic work. During Klabb children have the opportunity to do their homework, or part of, and engage in a programme of activities such as arts and crafts, drama and storytelling, physical education and games, cookery sessions, science experiments, activities related to technology, and educational talks. These activities are created according to a monthly theme.
The programme of informal educational activities continues to be delivered during the school holiday, with a wider variety of activities due to the longer hours of service.
FES Terms and Conditions Klabb 3-16 2025-2026
1. FES regards each child’s privacy as important and hence, FES will seek to comply with the provisions of the GDPR, Chapter 586 of the Laws of Malta. To this end, FES ensures that:
• Personal data is processed fairly and lawfully;
• Personal data is processed with good practice.
• The collected personal data has been collected for the specific, explicitly stated, and legitimate purposes indicated;
• The collected personal data will not be processed for any purpose that is incompatible with that for which the information has been collected;
• The collected personal data will be kept for a period of 1 year following the termination of service by the client, having regard to the purposes for which it is processed;
• Personnel managing this data is bound by confidentiality.
2. By submitting this form, the parent/guardian acknowledges that FES will have access to all the provided data and subsequently consent to such use.
3. As parent / guardian you also declare that all the data provided is correct and up-to-date. In the eventuality that it results that the provided data is incorrect and/or not up-to-date, you as parent/guardian, will be bound to shoulder all responsibility for any ensuing circumstances due to the same incorrectness and/or inaccuracy. Service may be terminated.
4. The service will only be provided when the profile has a positive balance. FES reserves the right to refuse service to those who have not made the required payment in advance.
5. Service is charged per use to the quarter of an hour, this being any quarter of an hour, or part thereof. Extra hours are charged at the rate of Eur 0.20c per quarter of an hour, or part thereof, and hence, if the child stays at the Klabb beyond the booked hours, parents will be charged accordingly.
6.Minimum Attendance: Service Users are required to make use of the Klabb 3-16 service for at least once a week in order to secure their place. Children are required to attend a minimum of 2.5 hours per week. If this minimum attendance is not met, the difference will be deducted from the profile on a weekly basis.
7. The Klabb 3-16 service, including holiday bookings, is non-refundable. Holiday bookings are also non-transferable and may not be exchanged for alternative dates or services.
8. The starting time of the service on the application is only an indication. Service might start before due to the staggered dismissal at the schools.
9. By submitting this application, you are giving your permission for the opportune First Aid treatment to be administered to your child by qualified personnel. While understanding that you would be contacted by the centre’s personnel as soon as reasonably possible, in the case of any emergency involving your child, you are giving your permission for your child to be transported to hospital or any other emergency medical facility, in the occurrence of a serious illness or injury, whereas ambulance or rescue squad members would be authorised to administer all necessary treatments. You are also giving your authorisation for warranted health
practitioners to examine and provide the necessary emergency medical treatment to your child in your absence.
10.Parents are committed to distribute the pick-up cards only to the individuals listed on the pick-up form who are authorised to pick up the child/ren from the centre. Additional persons or changes are to be communicated, in writing to the Centre Coordinator. It is the responsibility of the parents/guardians that such cards are not passed over to anyone not on the authorised persons pick-up form.
11. Pick-up cards will be issued by FES based on the number of authorized individuals listed, with a maximum of four cards provided. Additional pick-up cards may be purchased for €5.00 each.
12.The service will not be provided if the required authorisation form is not signed by both parents or legal guardians, unless supported by court documents stating otherwise. The form must be downloaded from the FES website and uploaded with the application.
13. In the case of children with a statement of needs, parents are requested to submit a copy of the Statementing Report, the Psychological Report, and the Individual Education Programme (IEP), to the Centre Coordinator. Failure to present such information may result in immediate termination of service without refund.
14. In the case of children who exhibit continuous extreme challenging behaviour, the parents may be contacted and requested to attend to the needs of their child. Failure to do so may result in termination of service without refund.
15. Children need to be fully toilet trained in order to be accepted in the Klabb 3-16 Service. Should it result that children are not fully toilet trained, FES reserves every right to stop the child’s attendance without any refund being due. If the need arises, parents will be contacted and they will be required to go to the centre to attend to the needs of their child. If a child can not use the toilet due to disability/medical condition, proof in writing needs to be presented. 16. FES will take full responsibility of the children’s care while using Klabb 3-16, however, FES will not tolerate parents/legal guardians who leave their children at Klabb 3-16 after the end of service.
17.A late pick-up fee of €25 will be charged if children are picked up after the centre’s closing time. A 15-minute grace period will be provided. However, consistent late pick-ups will lead to the suspension of our services.
18. Transport is provided from the state school where Klabb 3-16 service is not available, subject to route availability; pick-up from Klabb 3-16 is the responsibility of the parent/s/guardian/s. Transport is a one way service.
19. Transport users need to inform 3 days in advance if the transport service is not needed on a particular day by sending an email to the respective centre Coordinator.
20. If any of the above-mentioned centres exceed the centre’s capacity, a waiting list will be introduced and the same Terms and Conditions will apply.
21. The allocation of Child Support Workers (CSW) will be at the discretion of FES.
22. Service may be suspended if not all the necessary documents are submitted to the Centre Coordinator.
23. Service may be suspended if there is a negative balance of €10 or more in the child’s profile account. Service may be suspended until parents settle the payment and ensure that they have a positive balance on the child’s account.
24. I understand and acknowledge it is the responsibility of the parent(s)/guardian to make full disclosure to the administrators of the Klabb 3-16 service of any special circumstances and/or particular needs which may affect the ability of my child/ren to participate in the programme.
25. The FES, apart from deeming each child’s privacy as crucial, seeks to be adherent to the provisions of Chapter 586 of the Laws of Malta at all times. To this end, FES informs that all service users’ data may be disclosed to third parties, including, but not limited to, departments that are directly associated with child protection matters, relative stakeholders, medical bodies, and/or other bodies. At certain points, it may be necessary to disclose information in order to comply with any legal obligations. The FES takes all reasonable steps as required by law in order to ensure the safety, privacy and integrity of the disclosed information, and, where necessary and appropriate, enter into contracts with such third parties to fully protect the privacy and integrity of any information supplied.
26. Parents/guardians/custodians are bound to inform the Centre Coordinator of any change which should be made to their personal data, and this to ensure that the individual’s data is accurate, complete and up to date.
27. If the Klabb 3-16 service is no longer required, parents or guardians should send an email to withdraw the application, ensuring both parents are copied on the message.
28. Klabb 3-16 service is offered on a first-come, first-served basis. For centres that reach full capacity, a waiting list will be maintained, and placement from the waiting list is subject to availability. Children requiring one-to-one support will only be approved for services once a Child Support Worker has been formally assigned, and approval is conditional upon the availability of appropriate resources.
29. FES Klabb 3-16 centres will open subject to the demand. The FES retains the right not to open any of the above-mentioned centres if they do not reach the required quota.
30. During the scholastic days, children can be picked up from the service at 30-minute intervals. Parents are allowed to pick up the children at any time till 15:00. After that, children will be dismissed at staggered times every half an hour. Between 17:00 and 18:00 children can be picked up at any time. During the holidays, parents are allowed to pick up children at 30-minute intervals between 13:00 and 17:00. From 17:00 till 17:30, children can be picked up at any time.
31.Non-compliance with our policies and procedures, or any form of aggressive, abusive, or otherwise inappropriate behaviour towards staff, may result in immediate suspension or permanent termination of services, at the sole discretion of the Foundation for Educational Services.
32. Parents/guardians of any child requiring the administration of emergency medication during attendance at the service must disclose this requirement at the time of application. A completed “Request for Administration of Emergency Medication by Staff” form must be submitted, and all procedures and protocols prescribed by FES must be strictly adhered to at all times.
33. Parents/guardians of any child requiring medication to be administered during attendance at the Centre must declare this requirement at the time of application. 7. Is-servizz tal-Klabb 3-16, inkluzi dawk tal-vaganzi, mhumiex rimborsabbli. Il-ġranet tal-vaganzi riservati huma wkoll mhux trasferibbliu ma jistgħux jiġu sostitwiti b’dati jew servizzi alternattivi.

Jekk tinqala ‘l-htiega, il-genituri jistghu jigu kkuntattjati u jkunu mehtiega li jmorru fic-centru biex jattendu l-bzonnijiet tat-tfal taghhom. Jekk tifel/tifla ma jistax juza t-tojlet minhabba dizabilità/kundizzjoni medika, trid tkun ipprezentata prova bil-miktub.
16. FES se tiehu r-responsabbiltà shiha tal-kura tat-tfal waqt li tuza Klabb 3-16, madankollu, FES mhux se tittollera li genituri/kustodji legali li jhallu lil uliedhom fi Klabb 3-16 wara t-tmiem tas-servizz. Dan jista’ jwassal ghat-tmiem tas-servizz.

It-tfal li jeħtieġu one-to-one jiġu approvati għas-servizzi biss wara li jigu assenjati formalment ma’ Child Support Worker u l-approvazzjoni tkun kondizzjonata mill-preżenza ta’ riżorsi adegwati.
29. Ic-Centri tal-Klabb 3-16 tal-FES jifthu skont il-bzonn tas-servizz. L-FES ghandu d-dritt li ma jiftahx ic-centri tieghu jekk ma jilhqux il-kwota mehtiega.
30. Matul is-sena skolastika, it-tfal jistghu jigu migbura mic-centri matul intervalli ta` tletin (30) minuta. Il-genituri/il-kustodji legali jistghu jigbru t-tfal fi kwalunkwe hin sat-15:00. Wara dan, it-tfal jinhargu f`hin imqassam ta` kull tletin (30) minuta. Filwaqt li fil-17:00 sas-18:00 it-tfal jistghu jigu migbura kull hin. Matul il-vaganzi, il-genituri/il-kustodji legali jistghu jigbru t-tfal waqt intervali ta` tletin (30) minuta bejn l-12:00 sal-17:00. Filwaqt li bejn il-17:00 sal-17:30, it-tfal jistghu jigu migbura kull hin.
31. In-nuqqas ta’ konformità mal-proċeduri tagħna, jew kwalunkwe forma ta’ mġiba aggressiva, abbużiva jew inkella mhux xierqa lejn l-istaff, tista’ twassal għal sospensjoni immedjata jew terminazzjoni permanenti tas-servizzi, fid-diskrezzjoni unika tal-Fondazzjoni għas-Servizzi Edukattivi.
32. Il-ġenituri/kustodji ta’ kwalunkwe tifel li jeħtieġ l-amministrazzjoni ta’ mediċina ta’ emerġenza waqt it-tħaddim fis-servizz jridu jħabbru dan il-ħtieġa fil-ħin tal-applikazzjoni. Trid timtela formla “Talba għall-Amministrazzjoni ta’ Mediċina ta’ Emerġenza mill-Istaff”, u l-proċeduri u l-protokolli kollha stabbiliti minn FES għandhom jiġu segwiti b’mod strett f’kull ħin.
