Application for the Klabb 3-16 service started to be
received online as from Monday 19th August 2019. This system was put
in place to ensure a more efficient administration that is also more
environmentally friendly. Closing Date will be Sunday 15th September.
There are various ways how parents/guardians may apply
online.
FES Website
Parents/Guardians can apply online from the comfort of
their home by accessing the application on the Foundation for Educational Services
website: https://services.fes.gov.mt.
The online application is self-explanatory, and
parents/guardians may choose the centre of their choice, book the number of
hours needed, and pay online – all major credit cards are accepted.

Parents/Guardians may call the servizz.gov freephone
153 to request information on how to apply online. This service is provided
Monday and Wednesday from 08:00 to 19:00 hours and Tuesday, Thursday and Friday
from 08:00 to 16:00 hours. Alternatively, they can visit one of the servizz.gov
hubs, where a representative will give direct support with the filling of the
online application. The servizz.gov representative will guide parents/guardians
on how to access the application on the servizz.gov website, www.servizz.gov.mt.

technical hubs are at the end of this page.
Parents/Guardians are to note that servizz.gov hubs provide their services from Monday to Saturday,
from 08:00 to 13:00 hours and on Wednesday evening there is also an extended
service from 16:30 to 19:00 hours.
The servizz.gov representative will ask the parent/guardian
for all the necessary details and will require copies of the following
documents:
- Copy of ID
Card of Parent/s and or Guardian/s;
- Copy of
the ID Card of person/s authorised to pick up the child/ren; and
- Copy of
the Birth Certificate of child/ren.
Legal Documents regarding Guardianship and/or Custody
will also be requested, where applicable.
If a child has a statement of support, whereby s/he
receives support from a Learning Support Educator (LSE), then the following
documents will be requested.
- The
Statementing Board Report;
- The
Psychological Report; and
- The
Individual Educational Plan (IEP).
Once the servizz.gov representative fills in the
online application, the parent/guardian will receive an acknowledgement that an
online application for the Klabb 3-16 service has been submitted either through
SMS or Email, depending on one’s choice.
Notification of acceptance and
payment
Once FES processes the application, parents/guardians
will receive a notification either through SMS or Email:
- This notification will inform the parent/guardian that
the application has been accepted and so s/he may access the link provided (in
the email or SMS) to affect the online payment.
- For those
who do not have an email address, the parent/guardian will receive an SMS
stating that the application has been accepted and that s/he may affect
the online payment.
- Payment
may be made at any of the servizz.gov hubs where one can pay
either in cash or by credit card. Alternatively, one can
visit the FES Head Office at Mtarfa, where one can pay either
in cash or by cheque.
Payments
Parents/Guardians will buy packages of hours at a cost
of 80c per hour, where packages range from 10 to 150 hours.
Parents are obliged to inform the respective Centre
Coordinator at least one day in advance if they are not going to make use of
the service. Failing to do so may mean that the hours will still be
charged. A medical certificate is to be submitted if the child is not
attending due to being sick.
Topping up
When the number of hours paid for is almost utilised,
parents/guardians will once again receive an Email or SMS informing them to
top-up the number of hours. The same payment procedure, as noted in points 1
and 2 above, is to be followed.
