Instructions on how to use the Klabb 3-16 online registration system

There are various ways for parents / guardians to apply online.
 
1. FES Website
Parents / Guardians can apply online in the comfort of their home by accessing the application on the Foundation for Education website: www.fes.gov.mt.  The online application is self-explanatory, and parents / guardians may choose the centre of their choice, book the number of hours needed, and pay online – all major cards are accepted.
 
2. Servizz.gov
Parents / Guardians may call the government helpline on Freephone 153 to request information on how to apply online. This service is provided from Monday to Saturday: 8.00am to 1.00pm Wednesday: 4.30pm to 7.00pm.

If parents / guardians are unable to apply online by themselves, they may seek assistance using the Servizz.gov hubs, where a Site Agent will give direct support with the filling of the online application. The Servizz.gov Agent will guide parents / guardians on how to access the application on the Servizz.gov website, www.servizz.gov.mt 

The EDU Servizz.gov hub is available at the Ministry of Education and Employment (MEDE):

Other Servizz.gov hubs are available around Malta in the following localities: Floriana, B’Kara, Paola, Qawra, Qormi, and Vittoriosa.

Parents / Guardians are to note that servizz.gov hubs provide services every day from Monday to Saturday, from 08:00hrs till 13:00hrs.  On Monday and Wednesday there is also an extended service from 16:30hrs till 19:00hrs.
The Site Agent will ask the parent / guardian for all the necessary details and will require copies of the following documents:
  • Copy of ID Card of Parent/s and or Guardian/s
  • Copy of the ID Card of person/s authorised to pick up the child/ren
  • Birth Certificate of child/ren
  • Legal Documents regarding Guardianship and/or Custody will also be requested, where applicable.

If a child has a statement of support, whereby s/he receives support from a Learning Support Educator (LSE), then the following documents will be requested.

  • The Statementing Board Report
  • The Psychological Report
  • The Individual Educational Plan (IEP)
  • Proof of Work
 
Once the Site Agent fills in the online application, the parent / guardian will receive an acknowledgement that an online application for the Klabb 3- 16 service has been made. The parent / guardian will receive this acknowledgement that the application has been submitted, either through SMS or Email, depending on one’s choice.
 
Notification of acceptance and payment
Once FES processes the application, parents/guardians will receive a notification either through SMS or Email:
 
1. This notification will inform the parent / guardian that the application has been accepted and so may access the link provided (in the email or SMS) to effect online payment.
 
2. For those who do not have an email address, the parent / guardian will receive a SMS saying that the application has been accepted and that s/he may effect payment.
 
3. Payment may be made at one of the Servizz.gov hubs, the EDU servizz.gov at the Ministry for Education, Floriana where one can pay cash or by credit card and at the FES Head Office at Mtarfa, where one can pay either in cash or cheque.
 
Payments
Parents / Guardians will buy packages of hours.  At 80c to the hour, packages range from 10hrs till 150hrs, for those who wish to be covered for a longer period of time.

Parents are obliged to inform the Centre Coordinator a day in advance if they are not going to make use of the service. Failing to do so may mean that the hours will be charged.  A doctor certificate is required in the case of children not attending due to being sick.
 
Topping up
When the number of hours paid for are almost utilised, parents / guardians will once again receive an Email or SMS informing them to top-up the number of hours. The same payment procedure, as noted in points number 1 and 2 above, is to be followed.

Besides the Servizz.gov service, parents /guardians may consult with the FES Helpdesk at FES Head Office, Mtarfa to discuss their queries. In addition, the below video describes the online application process and shows how to fill in the online application.
